A report contains detailed description for all stages of permitting process, requirements to application documents, contact details of the federal agencies and their regional divisions. The report also contains summaries for the actual regulation documents (federal laws, governmental decrees, documents adopted with the governmental agencies, etc.) and their full texts in Russian.
A report consists of four volumes:
Volume I contains description of the regulation and permitting process in English language; each procedure is described in terms of regulative documents (including the summaries for the most important ones), governmental agency (responsible for this or that authorization procedure) and process flow. Volume I targets non-Russian managers who wants to get the comprehensive understanding for the major procedures the company must pass through to build or modernize a plant in Russia. Volume I is not overloaded with procedural details (like description for application forms or number of copies of this or that document applied to the governmental body) as usually foreign managers are not directly involved into the permitting process; however Volume I will allow them to clearly understand the major steps, to control process and to estimate its efficiency.
Volume II contains description of the construction permitting process in Russian language; this volume targets Russian managers, those who directly interacts the governmental agencies on the permitting process. Description in Volume II contains those “procedural details” that are important for the managers who directly do the permitting.
Volume III
contains texts of 32 regulative documents in Russian language. Of course it’s possible to find the documents in the legal databases, but we think it’s important to have a textbook only with those laws and other documents that directly regulate the permitting procedures for industrial site construction and reconstruction. The titles of these documents are given in English in Volume I and directly in Volume III.
Volume IV
contains contact details of the federal agencies (responsible for this or that stage of the permitting process) and their regional divisions.
